Is CBW $100 friend referral a scam?

So I get another email from CBW about referring friends today, 5/18/12, and I look at the steps and notice that the "coupons" attached are already expired.


 *Referred customer must present referrer’s name and CBW account number at the point of sale when signing up for a new wireless account, for referral eligibility. $100 will be credited to the referrer’s Cincinnati Bell Wireless account for each new postpaid wireless account, regardless of the number of lines on the referred account. Credit may be reversed if referred account disconnects service within 60 days. Offer expires 4/30/12.
